What's Up With This Outfit?

I hate when actresses (or whoever) start thinking they can just put ANYTHING on and automatically be stylish - like have some common sense! Between the studs, the tie, the high waist and the bubble, I don't know where to start looking- this could have only been better if she had yellow shoes on or something strangely heinous. And when did Mischa Barton get so pale? and blonde?
